​Luke is a chartered Quantity Surveyor that has in excess of a decade post graduate professional experience providing his services in areas of procurement, commercial management, quantity surveying, contract administration, cost planning, estimating, claims management and disputes within the private and public sectors.

Luke has considerable experience within the public and private sector providing advisory services on state significant multi discipline projects such as the Moorebank Logistics Park, Parramatta Light Rail, CBD and South East Light Rail and Inner West Light Rail under various contract models including PPP, D&C, O&M and Managing Contractor . Luke has gained whole life cycle project experience being involved from development stage, through procurement, to early and enabling works ,on to the main civil and systems delivery component and finally into operations. Through this process Luke has been heavily involved in the procurement of contracts, assessment and administration of claims and variations while also providing contractual disputes advisory including alternative dispute resolution routes.

​Dennis is a Civil Engineer and Australian Lawyer with over 24 years’ experience in the construction industry specialising in the commercial management and procurement of infrastructure works.  He has extensive experience in advising on all aspects of the management of significant and complex transport infrastructure projects, including risk allocation, preparation of tender documents, and preparation and negotiation of project agreements. 

Dennis has held project and advisory roles within construction, consulting and owner/client organisations and has held the role of Director Procurement with the Transport Infrastructure Development Corporation. He has provided transaction and commercial management services for landmark infrastructure projects including the Moorebank Intermodal Precinct Project, TfNSW Digital Systems Program, Sydney Metro City & Southwest Integrated Station Developments, Sydney Light Rail, Parramatta Light Rail and WestConnex Projects. Dennis is also experienced in providing specialist claims advice and expert witness services for major infrastructure and building disputes. He has extensive motorway and road tunnel experience having commenced his professional career as a Contract and Project Engineer on the M5 East Motorway and RMS bridge projects.  

Dennis worked as Legal Counsel and Commercial and Transaction Advisor for an infrastructure consultancy and was previously a Senior Associate with Evans & Peck’s Sydney Contract Services Group where he was responsible for providing specialist claims advice and expert witness services for major infrastructure and building disputes. He has a strong reputation for the preparation of tender and contract documentation for major projects and the ability to develop strong working relationships with senior members of the client team and their technical, commercial and legal advisors to achieve desired project objectives and outcomes. He possesses strong experience in the preparation and review of D&C contract packages for major road projects and is familiar with the use of RMS specifications.  

Dennis possesses a strong understanding and experience in working with TfNSW having held lead roles on WestConnex, Sydney Metro City and Southwest, Southwest Rail Link and Rail Clearways Program. His diverse experience has allowed him to develop a thorough understanding of clients' needs, and a pragmatic approach to his work.

​Leigh Doran | PRINCIPAL

Leigh is a Chartered Quantity Surveyor and Commercial Manager with 15 years’ experience providing key commercial support and advice towards the successful delivery of construction works. He has over 8 years’ experience working in the Transport cluster delivering construction contracts from $1m to $2bn. He has managed hundreds of claims, modifications (variations), negotiations, scope entitlement agreements, price agreements, estimating, claim resolution, dispute resolutions on Sydney Light Rail and Wynyard Walk projects for TfNSW. He has worked pre and post contract for client and contractors.

Leigh is a highly skilled, strategic, high performing professional, offering great commercial management and procurement skills. He has managed many contract packages of varying value in complex projects within commercial frameworks, using client procedures, policies, and governance. Leigh is highly competent at monitoring performance against key performance indicators, produces detailed and accurate reports and forecasts. He builds excellent relationships across the whole project.

Leigh is experienced in working in an environment of constantly competing and changing priorities and managing them to enable completion of all tasks and projects within the required timeframes. 

Leigh has extensive experience in commercial management, contract administration, procurement, cost estimation, reporting, claims assessment and defence, change control, and governance. Leigh has experience administering various different contracts including PPP, alliances, bespoke contracts, JCT and NEC3.
